Browser panes throttle CPU while their room is inactive, lowering host CPU usage when web content isn't visible.

Fixed

Switching a launcher tile to a non-terminal pane type no longer leaves an idle shell running in the background.
Updating an adapter from the registry now refreshes its shared helper files, fixing hook errors when the registry is newer than the installed app.
Long sessions no longer accumulate stale event listeners when comment threads, the task list, or editor panels are closed.
